Is a travel adapter necessary in Sri Lanka?
Probably yes

You can use your electric appliances in Sri Lanka, if the standard voltage in your country is in between 220V – 240V (as in the UK, Europe, Australia and most of Asia and Africa).
A 3 pin type D adapter should allow you to connect your appliances.
You can buy an adapter in any electrical store in Sri Lanka.

If you haven’t got an adapter you can use a pencil or a pen to push into the earth socket
which allows the two round pin to go into socket. Although the middle earth socket does not contain electricity, for safety first make sure the socket is turned off

If the standard voltage in your country is in the range of 100V – 127V (as in the US, Canada and most South American countries), you need a power (voltage) converter.

Note that an adapter is not a converter.
